In the same winter that Kyrgyzstan's government caps household electricity use at 3 kilowatts during peak hours and operates under a standing energy state-of-emergency, the country is co-financing a 1,880-megawatt hydropower plant explicitly designed to make it a regional electricity exporter, and has already built its share of a separate transmission line meant to sell surplus power to Pakistan and Afghanistan. Brief 01 covered Kambar-Ata-1 as a headline megaproject, one of the two the Kyrgyz government calls the biggest in the country's independent history. What that framing leaves out is why Kyrgyzstan needs a project this large in the first place, and why Kazakhstan and Uzbekistan — countries with their own power grids and their own budgets — are paying a third of the bill each for a dam that isn't on their territory.
The answer sits in a structural conflict that predates every power discussed in this series by three decades, and Kambar-Ata-1 is best understood not as a prestige project but as an attempt to engineer a technical fix to a problem that pure diplomacy has failed to solve since the Soviet Union collapsed.
The Toktogul reservoir, Kyrgyzstan's main hydropower regulator on the Naryn River, was designed in the Soviet period to store water through autumn and winter and release it in the May–July irrigation season, when Uzbekistan and Kazakhstan's cotton and grain fields downstream need it most. Since the mid-1990s, it has operated in essentially the reverse mode: Kyrgyzstan, left without the Soviet-era energy subsidies and coal/gas allocations that used to cover its winter heating needs, draws down Toktogul heavily in winter to generate electricity for its own population, then tries to refill it over summer — exactly when downstream farmers want the water flowing the other direction. This is not a new dispute; it is the single most persistent unresolved resource conflict in post-Soviet Central Asia, and it has never been fixed, only managed through ad hoc annual barter-style agreements on water and power transit.
The current state of that reservoir illustrates why the conflict remains live. Kyrgyzstan's Ministry of Energy forecasts Toktogul's water volume at 11.3–12 billion cubic meters for 2026 — against winter consumption that can run 6–7 billion cubic meters, leaving little margin before the reservoir approaches levels that historically forced emergency rationing (Kyrgyzstan last resorted to outright rolling blackouts in 2007–2008, when levels fell to 7–8 billion cubic meters). Kyrgyzstan has operated under a declared energy state of emergency for years, with household consumption caps introduced during peak winter hours; officials have only recently begun lifting some of those limits going into 2026. The country imported roughly 3.5 billion kilowatt-hours of electricity in a recent year to cover the shortfall from neighbors — the same neighbors, Kazakhstan and Uzbekistan, that are now co-financing Kambar-Ata-1. And the politics around the reservoir's water data are contentious enough that Kyrgyzstan's own energy minister has publicly had to deny accusations of concealing actual water-volume figures — a transparency question that matters directly to anyone underwriting multi-billion-dollar financing premised on predictable reservoir behavior.
Kambar-Ata-1, planned for the Naryn River upstream of Toktogul with a capacity of 1,880 MW, is financed and owned on a specific, publicly confirmed split: Kyrgyzstan 34%, Kazakhstan 33%, Uzbekistan 33%. Critically, the arrangement isn't just cost-sharing — electricity generated will be distributed among the three countries in proportion to their ownership shares. Kazakhstan and Uzbekistan are not donors or lenders in this structure; they are becoming part-owners of Kyrgyz generation capacity, with a direct claim on its output.
That distinction matters more than it might first appear. A externally-financed dam that Kyrgyzstan alone operates would leave the exact same winter-power-versus-summer-irrigation conflict in place, just with foreign money attached. A jointly owned dam, where Kazakhstan and Uzbekistan have contractual rights to a fixed share of the electricity output, gives both downstream states direct leverage over how the facility is actually operated — leverage neither has ever had over Toktogul. The interagency and negotiation working groups Kyrgyzstan's Cabinet of Ministers formed in March 2026 to work specifically with Kazakh and Uzbek counterparts, and the intergovernmental agreement still being negotiated as of April 2026, are the mechanism through which that operating-mode question will actually get settled — or not.

If Kambar-Ata-1's ownership structure is meant to align Kyrgyzstan's and its neighbors' incentives around water timing, CASA-1000 — the $1.2 billion transmission line intended to export Kyrgyz and Tajik summer hydropower surplus to Afghanistan and Pakistan — is meant to align Kyrgyzstan's own commercial incentives with the downstream irrigation calendar directly. The logic: if Kyrgyzstan can sell its summer surplus power to a paying South Asian market instead of only its own population, releasing water in summer becomes commercially rational for Bishkek as well as agriculturally necessary for Tashkent — the same water serving both purposes at once, rather than the current zero-sum trade-off between winter heating and summer irrigation.
Kyrgyzstan has already built its physical share of this: a 456-kilometer, 500 kV transmission line from Datka to the Tajik border, completed in late 2024. Tajikistan finished its Sangtuda converter station in early 2024 and is expected to supply the larger share of the two countries' combined 1,300 MW export capacity (reporting suggests roughly 70% Tajikistan, 30% Kyrgyzstan). The persistent bottleneck has been Afghanistan's 575-kilometer segment, where international financing froze for roughly two years after the 2021 Taliban takeover before resuming in 2024; Tajikistan's energy minister has projected completion by December 2026.
Here is the detail that rarely surfaces in coverage of the project's progress: Kyrgyzstan and Tajikistan have already begun repaying World Bank and other financiers for infrastructure that cannot generate a dollar of export revenue until Afghanistan's section is finished. Two countries that are themselves short of domestic generation capacity, one of them under an active energy emergency, are servicing debt on a stranded transmission asset, waiting on a political timeline in a third country neither controls. Whether that debt service becomes politically uncomfortable in Bishkek before Kabul's segment is actually finished is a live risk for the whole project's public support, independent of the engineering.
Kazakhstan's own Ministry of Energy was asked directly, by domestic press, why it is investing in a Kyrgyz hydropower plant, and the practical answer reduces to regional grid economics: Central Asia's power systems are interconnected, electricity deficits in one country affect transit and pricing across the network, and a fixed ownership share in low-marginal-cost hydropower is a straightforward way to secure supply and hedge against the kind of shortages Kyrgyzstan has been experiencing. This is a more mundane explanation than "water diplomacy," and it is probably the dominant one from Astana's side — Kazakhstan is buying generation capacity the way any grid operator would, using its balance sheet advantage over a smaller neighbor to lock in favorable terms early. The water-timing conflict is Uzbekistan's more pressing motivation, given its far heavier reliance on Naryn-basin water for irrigated agriculture; Kazakhstan's participation looks more like taking a seat at the table on a deal it judged worth joining regardless of the water politics.
Brief 01 mapped China, Russia, the US, EU, Japan, and South Korea as the external powers converging on Kyrgyzstan. None of them is the primary actor in this brief. Kambar-Ata-1's ownership table is entirely intra-regional — Kyrgyzstan, Kazakhstan, Uzbekistan — with the World Bank/IDA as the outside financier rather than a geopolitical patron pursuing influence. This is a meaningful contrast worth sitting with: the six-power framework explains Kyrgyzstan's transport and minerals sectors reasonably well, but its single largest energy project is being built primarily by its own neighbors, for reasons that are regional and hydrological before they are geopolitical. Japan's Chon-Kemin small hydropower deal from Brief 01 sits at a completely different scale — a bilateral, single-donor, modest-capacity project — illustrating that "energy" as a sector actually contains two distinct external-engagement patterns operating side by side: great-power bilateral deals at small scale, and intra-regional multilateral ownership at large scale. Kazakhstan and Azerbaijan's separate "Green Corridor" initiative to export Caspian-region electricity toward Europe is a useful negative data point here too — it is a real, active regional energy-export vision, and Kyrgyzstan is not part of it. Kyrgyzstan's export orientation, to the extent it has one, points south toward Afghanistan and Pakistan via CASA-1000, not west toward Europe.
Read against Brief 01's framing, Kambar-Ata-1 looks less like a trophy infrastructure project competing for great-power attention and more like a targeted engineering fix for Central Asia's oldest unresolved resource dispute, financed through a mix of multilateral development money and direct regional ownership rather than geopolitical patronage. That doesn't make it lower-stakes — it makes the stakes different. The project's success or failure will be measured less by whether it shifts the regional balance between Washington, Beijing, and Moscow, and more by mundane, checkable outcomes: whether Toktogul's operating mode actually changes once Kazakhstan and Uzbekistan hold a contractual claim on Kambar-Ata's output, whether Afghanistan's CASA-1000 segment finishes on the stated December 2026 timeline, and whether Kyrgyzstan's own households stop facing winter consumption caps before the next reservoir cycle. All three are concrete, dated, and independently verifiable — a rarer property in this series than the diplomatic-commitment language usually available on regional megaprojects.
