Kyrgyzstan's public-facing digital economy narrative is modest and specific: a December 2025 memorandum to build a joint university with Japan, a handful of Korean memoranda to install electric vehicle chargers, a national push to train IT specialists for export. None of it involves large sums. All of it is the kind of announcement this series has learned, through seven prior briefs, to treat as a starting point rather than a conclusion.
The actual scale of what "digital Kyrgyzstan" has become in the past eighteen months has almost nothing to do with any of that messaging. By early 2026, a Kyrgyzstan-registered stablecoin had processed more than $100 billion in transactions tied to Russian sanctions evasion — a figure larger than the country's entire GDP, several times over the total confirmed infrastructure commitments this series added up in Brief 07. The country's most direct point of friction with the United States, the United Kingdom, and the European Union in 2026 is not the railway, the minerals, or the water. It is crypto.
Kyrgyzstan legalized and began taxing cryptocurrency mining in 2022, while banning crypto as a means of payment domestically — mining and investment income taxed, everyday crypto transactions not permitted. President Sadyr Zhaparov has publicly and repeatedly framed mining as a straightforward revenue tool, and by some National Bank estimates the sector's contribution reached close to 3% of GDP before the most recent disruption. The country's pitch to miners is a familiar one globally — cheap, hydropower-dominated electricity, well below 3 cents per kilowatt-hour, versus the much higher marginal cost of mining in the United States — and miners used roughly 92.5 million kilowatt-hours in 2024, a small fraction of the country's roughly 18 billion kilowatt-hour annual generating capacity, with officials citing only 10-11% of the country's total hydropower potential currently exploited.
That framing collapsed on contact with the same crisis documented in Brief 05. In November 2025, the government suspended all cryptocurrency mining operations nationwide until March 2026, explicitly citing the same critically low Toktogul reservoir levels behind that winter's household electricity caps. Energy Minister Taalaibek Ibraev's public explanation for the mining suspension is, almost word for word, the same explanation given for the domestic power caps: insufficient water in the reservoir supplying the country's largest hydropower plant. Kyrgyzstan is not two separate stories — a struggling domestic grid and a promising crypto-mining sector — it is one grid, and when it runs short, mining loses to households, by policy design.
The tax data adds a second wrinkle worth flagging in the spirit of this series' running "check the numbers" discipline. Kyrgyzstan's own reporting shows mining's geographic footprint officially expanding — from three regions with recorded activity to five in 2024, with a sixth expected in 2025 — while mining tax revenue fell to 51.6 million som in 2024, nearly half the prior year's total. Expanding officially recorded activity and falling tax receipts moving in opposite directions is the kind of discrepancy this series has flagged before (deposit counts in Brief 04, investor announcements in Brief 06), and here it suggests either significant underreporting by expanding but under-taxed operators, or that newer, smaller regional operations are contributing less revenue per unit of recorded activity than the original Chui and Issyk-Kul-based farms. Either explanation matters for anyone assessing the sector's actual fiscal contribution against its headline framing.
Crypto mining is the legal, taxed, publicly championed side of Kyrgyzstan's digital-asset sector. It is not the side generating international attention in 2026.
In December 2024, three entities were registered in Kyrgyzstan on the same day: the cryptocurrency exchange Grinex, the ruble-pegged stablecoin A7A5 (issued by a company called Old Vector LLC), and a second exchange, Meer, operated by a firm called CJSC TengriCoin. Grinex was built, according to blockchain-intelligence firms TRM Labs and Elliptic, as the direct successor to Garantex — a Russian exchange sanctioned since 2022 whose primary domain was seized by US, German, and Finnish authorities in March 2025. A7A5 itself is backed by deposits at Promsvyazbank, a sanctioned Russian bank, and is associated with Ilan Shor, a Moldovan oligarch already under Western sanctions.
The volumes involved escalated fast enough that different trackers, measuring at different points across roughly a year, produced a consistent upward trajectory rather than a consistent number: $51.17 billion in transaction volume reported by Chainalysis in October 2025, $79 billion estimated separately by RFE/RL's Kyrgyz service, $93.3 billion cited by Chainalysis in April 2026 as the prior year's total, and reports of Grinex's cumulative circulation exceeding $100 billion by early 2026. Whichever figure is treated as most current, the direction and order of magnitude are unambiguous: this is now one of the largest sanctions-evasion financial channels identified anywhere in the world, and it runs through corporate registrations in a country that is simultaneously signing infrastructure and minerals cooperation agreements with the same Western governments imposing the sanctions.
The enforcement sequence has moved quickly and has increasingly targeted Kyrgyzstan specifically, not just the companies operating there:
A related Kyrgyz exchange, TokenSpot, was separately hit by a $15 million theft in the same period, with blockchain tracing showing $88 million of its historical volume had flowed to Garantex and Grinex and a further $257.5 million to the broader A7 sanctions-evasion network — evidence that Grinex was never the sole node in this system, only the most visible one.
Every other brief in this series has documented Kyrgyzstan positioning itself as a multi-aligned, transactional actor — taking Chinese technology for rare earths while courting UK strategy consultants for the same sector (04), hosting a US critical-minerals dialogue while its most concrete deals go to Uzbekistan (04), signing Japanese and Korean cooperation memoranda alongside Chinese infrastructure financing (01). That balancing act has generally cost Kyrgyzstan little, because none of the other sectors examined put Western and Chinese-adjacent interests in direct legal conflict with each other.
Crypto does. A country cannot simultaneously be a preferred jurisdiction for a $100 billion Russian sanctions-evasion network and a credible long-term partner for the kind of Western capital this series has spent seven briefs cataloguing — the UK's critical-minerals MOU and National Development Strategy work (04), the EU's Global Gateway financing ambitions (02), the US critical-minerals dialogue (04) — without one relationship eventually constraining the other. The EU's willingness to consider its first-ever anti-circumvention action against Kyrgyzstan specifically, rather than only against the individual firms involved, is the clearest signal yet that Brussels is prepared to treat this as a state-level problem, not a rogue-company one. Whether Bishkek treats the shadow-crypto sector as a liability to be shut down, or as leverage to be quietly tolerated for its own economic value, is arguably a more consequential decision for the country's Western relationships than anything examined in Briefs 01 through 07 — and unlike the megaprojects, it is a decision Kyrgyzstan's government could reverse unilaterally, at any time, without needing a foreign partner's cooperation.
Set against the crypto story, Kyrgyzstan's EV-charging buildout is small, mundane, and — measured against the reliability test built in Brief 07 — genuinely instructive as a comparison set, because it currently contains three parallel efforts at three different stages of conversion.
Blue Networks (South Korea), which has already installed more than 3,500 charging stations domestically in Korea, began working with Kyrgyzstan's state-owned Chakan HPP energy company in 2024 through an initial memorandum, followed in 2025 by a framework agreement to establish a domestic manufacturing facility for charging stations inside Kyrgyzstan — not merely importing hardware, but localizing production — and by March 2026 had committed to installing 300 charging stations nationwide by July 2026. By the Brief 07 test, this is a deal that has moved from MOU to framework to a dated, specific installation target with a named local partner and a manufacturing commitment: the strongest-converting digital-adjacent deal identified in this brief.
EVSIS, the Korea Eco-Friendly Vehicle Association, and NGS, a separate Korean consortium, signed their own memorandum with Kyrgyzstan's Ministry of Economy and Commerce in June 2025, focused specifically on Bishkek charging infrastructure and including planned internship programs with Kyrgyz State Technical University. As of this writing, this remains at the memorandum stage, running in parallel to, rather than merged with, the Blue Networks effort — two distinct Korean initiatives pursuing an overlapping mandate without any public indication of coordination between them.
Chinese cooperation on EV charging entered the picture separately and later: Times of Central Asia reported in March 2026 that Kyrgyzstan was seeking Chinese cooperation on charging infrastructure specifically, with the country's registered vehicle fleet up 13% year-on-year to over 1.9 million by early 2026 and more than 200 EVs a day entering the country under a VAT exemption (Kyrgyzstan's EAEU membership also grants a duty-free annual quota of up to 15,000 EV imports). This thread is the least developed of the three — an expressed interest rather than a signed memorandum — and represents the earliest possible entry point for a fourth actor into a race that already has two Korean entrants distinguished from each other primarily by which has actually broken ground.
One additional, dated deployment worth noting on its own: Chakan GES OJSC's installation of ten EV charging stations specifically across Issyk-Kul's tourist towns — Karakol, Cholpon-Ata, Balykchy, Bokonbaevo, Kyzyl-Suu, and Tyup — funded with Ministry of Energy support and scheduled for operation within 2026. This is the one EV initiative in this brief that connects directly back to Brief 06's territory, installing charging infrastructure in the exact region that brief found had otherwise attracted no FDI growth since 2020 and a stalled $20 billion eco-city — a small, concrete counterpoint suggesting that modest, state-utility-led infrastructure spending is reaching Issyk-Kul even where headline mega-investment has not.
The common thread across all three EV efforts, worth stating plainly: every one of them routes through Kyrgyzstan's energy-sector state enterprises — Chakan HPP, the Ministry of Energy — rather than through a digital or technology ministry. As with crypto mining, "digital" transport infrastructure in Kyrgyzstan is, organizationally and financially, an extension of the energy sector mapped in Brief 05, not a parallel track running independently of it.
The Kyrgyz-Japanese Digital University (K-JDU), announced via trilateral memorandum on December 20, 2025 at the Central Asia + Japan Business Forum, remains — as of this writing — exactly what it was the day it was signed: an intention, shared by Japan's Digital Knowledge Co., the Kyrgyz-Japanese Human Development Center, and Kyrgyzstan's High Technology Park, to jointly develop IT training programs, including Japanese-language instruction, aimed at producing specialists for the international labor market. No campus, no enrollment figures, no funding total, and no operational start date have been publicly disclosed. Applying the Brief 07 test directly: this sits at the framework-agreement stage, with none of the structural markers — binding financial commitment, named contractor, ratified multilateral backing — that distinguished the deals in this series that actually converted to construction.
A quieter, less publicized digital-education effort has, by contrast, already delivered modest, verifiable results: a UNDP-backed digital-skills program has modernized equipment and introduced new digital-teaching standards at two existing technical universities, Kyrgyz State Technical University in Bishkek and Osh Technological University, including registering both for Google Workspace and Microsoft 365 education licensing and building out basic IT infrastructure (Active Directory, certification authority services). It is a far less ambitious undertaking than a purpose-built "digital university," and it will generate no forum headlines, but it is also the one digital-education initiative in this brief that has moved past the memorandum stage into implemented, checkable activity.
Kyrgyzstan's digital sector, examined end to end, is not one sector but three loosely related stories running at three different speeds and toward three different audiences. Crypto mining and EV charging are both, in practice, energy-sector activities wearing a digital label, entirely dependent on the same hydropower base and the same reservoir levels this series documented as being in active crisis in Brief 05 — meaning the country's "digital economy" ambitions are hostage to a water problem before they are a technology problem. Digital education is genuinely at the earliest, least-converted stage of any sector this series has examined, with its highest-profile initiative a five-month-old memorandum and its only delivered progress coming from a lower-profile UNDP program most coverage of Kyrgyzstan's Japan relationship doesn't mention. And running underneath all of it, generating no local headlines proportional to its scale, is a $100 billion-plus shadow financial network that has made Kyrgyzstan a named target of first-of-their-kind EU sanctions measures — a story with far greater consequence for the country's relationship with every Western power mapped across this series than anything in its actual digital-development pipeline.
